VADODARA - HALOL TOLL ROAD


1. Background

Vadodara Halol Toll Road Company Limited (VHTRL) was promoted by Government of Gujarat (GoG) and Infrastructure Leasing & Financial Services (IL&FS) specifically for the purpose of developing and implementing Vadodara Halol Road Project under Built, Own, Operate and Transfer (BOOT) basis. Annual and Periodic Maintenance (including renewal and overlay) for next 30 years also to be carried out by VHTRL. The construction of Vadodara Halol Toll Road commenced on 1st March 1999 and the project achieved substantial completion on 15th September 2000. The Toll Operations commenced on 24th October 2000. The project has been completed within budgeted cost and time.

2. Management

Order

1.                  The Secretary Roads and Buildings Department on behalf of Governor of the State of Gujarat had entered into a Concession Agreement with Gujarat Toll Road Investment Company Limited - Vadodara Halol Road Project (Prior to Merger known as Vadodara Halol Toll Road Company Limited and hereinafter referred as "the Developer" or "the Concessionaire") on 17 th October 1998 to widen and strengthen the State Highway No. 87 between Vadodara and Halol on Build, Own, Operate and Transfer (BOOT) basis. Gujarat Toll Road Investment Company Limited - Vadodara Halol Road Project (Prior to Merger known as Vadodara Halol Toll Road Company Limited) have agreed to design, build, finance, operate and maintain the road throughout the Concession Period as further specified in the Concession Agreement.

 

2.                  Under Section 2(1) (b) (ii) of the Concession Agreement as amended, the Project is vested in the Concessionaire for the Concession Period as defined in the Concession Agreement.

 

3.                  Now in recognition of the Developer's rights under the Concession Agreement the Government of Gujarat hereby confirms, declares and orders that a charge shall be determined, levied, collected, retained and appropriated in accordance with the Concession Agreement by the developer or their authorised agent/servants on motor vehicles of the classes and trailers drawn by such vehicle specified in column no. 2 at the rate specified against each of them in column no. 3 of the schedule of charges hereunder.

4.                  The charge shall be levied on all vehicles using the Facility (as defined in the Concession Agreement) and entering toll plaza and passing over full or part of the Facility between Chainage 8+300 and 40+000 i.e. Facility with effect from 6.00 AM on 01/04/2007 till further notice. Only local traffic using the service road shall be exempted from the levy of charge.

 

5.                  The Concessionaire is entitled to regulate or prohibit the use of Facility by the user unless charges, as notified, are duly paid by the user for the use of the Facility.

 

6.                  All users of the Facility if they so desire, would have the provision to pay for multiple usage of the facility.

 

7.                  All non - motorised vehicles, tractors with or without trolleys are to ply on the service road provided on both sides of the toll road and are banned from using toll road except to cross over between the service roads.

 

The employees appointed by Gujarat Toll Road Investment Company Limited or its agents/servants are authorised to collect the charge and issue a receipt thereof.

5. Salient Features of the Project

• Widening and strengthening of existing 31.7 Km long road from two lanes to four lanes divided carriageway and continuous service roads on either side.
• Construction of new bypasses at village Jarod, Asoj and Baska
• 2 Nos. Main Toll Plazas one Vadodara side and other Halol side at Km 8+970 and Km 39+750 respectively and one intermediate toll plaza at Savli – Vaghodia Junction.
• 3 major bridges and 3 minor bridges.
• 7 Nos. Underpasses of size of 5 m x 3 m
• Retro-reflective signboards to improve road safety with very good riding quality to enhance user comfort.
• Embankment Repairs and Turfing to stabilize the slopes.
• Round-the-clock Highway Patrolling
• 24 hours Ambulance services
• Extensive tree plantation and transplantation of trees.
• Provision of roadside arboriculture and landscaping.
• Provision of bus-bays, bus-stops, passenger shelters and truck lay-bys along the project road
• Toll Rates are based on road user benefits including savings in Vehicle Operating Costs, Fuel and Time.
• Smart Card technology is also used for regular users to facilitate ease of transaction.
